May 27, 2025 Planning & Zoning Minutes

Meeting of the Planning and Zoning Commission held May 27, 2025, 6:00 P.M. in the Council Chambers of City Hall.

The meeting was called to order by Mike Cook at 6:00 p.m.

APPROVAL OF MINUTES: James Zehner clarified the minutes should say North A was paved in 1976. On motion by James Zehner, second by Dan Gautney to approve the corrected minutes of March 25, 2025, as presented. Motion carried.

PUBLIC HEARING #1: The public hearing was opened at 6:01 p.m.

APPLICANT PRESENTATION: Louis McColloch stated they would like to build a couple duplexes or something similar to the plan attached to his application at 110 S A Street and 116 S A Street. They bought the property in March 2025 and proceed to tear down the old building on 110 S A Street as required by the city through the previous owner. They would like to put housing on the lots and would like it zoned commercial to build closer to the lot lines. There is an alley for access and one adjacent neighbor. He wants to do a lot line adjustment to better utilize the lots. There could be 2 or 3 duplexes or a house, they haven’t decided for sure. Dan Gautney asked if the existing house would be torn down? Louis stated they would like to tear it down but it depends on what decision is made on the application.

STAFF PRESENTATION: City Administrator Kennedy reported all notices of hearing were delivered to those property owners within 300’ and published in the paper for the public at large. The property is currently zoned Residential Zone A. The applicants are asking it to be rezoned to Commercial which is in compliance with the future land use map. Kennedy pointed out that they could look at his proposed drawing for ideas; however because it is a rezone, the commission needed to decide if they felt the property should be commercial or residential. Once a rezone is approved, then any use allowed in commercial is allowed on that property in the future.

APPLICANT REBUTTAL: Louis stated he doesn’t plan to put a business there but also understood he couldn’t promise what would happen in the future. He’s trying to add housing to Grangeville.

Hearing closed at 6:17 p.m.

DISCUSSION AND RECOMMENDATION: James Zehner stated there is commercial on both sides of these lots and he felt it should be commercial. Kevin Asker stated the need for housing in Grangeville is tremendous and with the comprehensive plan showing expansion of the commercial zone, he felt rezoning was headed in the right direction. Yolanda Stout agreed.

On motion by James Zehner, second by Kevin Asker to recommend to the city council to approve the rezone application from residential zone A to commercial. ROLL CALL VOTE: YES: Gautney, Stout, Asker, Zehner, Perry. NO: none. ABSTAIN: none. The motion passed.

TITLE 10 ZONING REVIEW: City Administrator Kennedy reviewed Title 10, Chapters 1 – 3 with the commission. They will continue to review Title 10 at future meetings.
