November 20, 2023 Regular Meeting

City Council met in regular session on November 20, 2023 at 6:00 P.M. in the Council Chambers of City Hall.

City employees present were Public Works Director Mager, City Administrator Kennedy and Attorney Jessup. Chief Newman absent.

MINUTES: The meeting was called to order and the Council minutes of November 6th were approved as presented by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

VISITOR: Jinny Cash with the VFW would like to plant a nice tree in honor of Lenora Hill who helped maintain the Veterans Memorial Park. She would like to plant a coralburst crabapple tree at the park. Public Works Director Mager was concerned about the fruit on the ground. According to LeAnne’s Nursery, the maximum height is 12’ and the fruit won’t be an issue. It will be planted in the middle of the park so it’s not a site restriction or affect the lawn mowing. On motion by Councilor Winkler, second by Councilor Farris to allow Jinny Cash to plant a Coralburst Crabapple tree in Veterans Memorial Park with location determined by Bob Mager. Motion carried by a unanimous vote of the Council present.

PUBLIC WORKS REPORT: Public Works Director Mager hired Jason Brown as a new public works employee, starting today. Employees are currently taking vacation. Public Works purchased a 2020 Chevy pickup as budgeted and the sweeper and sander are ordered. In the contact basin at the WWTP, the non-pot pumps never stop running. Mike Tackett was going to do maintenance on them, but with all the wear, the parts would be almost as much as a new pump. A new pump has been purchased and will be installed when it arrives. Some new curb and gutter have been installed close to the funeral home. The new hydro-wagon is here and is being used. Mager has been working with the engineers on the existing projects. Councilor Lane asked for information on the sweeper. Mager explained it is new, a little under $300,000 and may arrive in March or April. The snow blower for the skid steer should arrive soon.

WATER TANK PROJECT: Public Works Director Mager stated the new tank is completed and it’s up and running. The existing tank is offline and they are recoating the interior. The mixer and new railing are installed. The paint is curing this week, then they will be back and start with disinfection procedures to get it online. The fencing and everything else are done. They will come back next year to finish painting. Jerry Brown will install four new lights on the existing tank; it won’t have as many as the new tank, but it will be back on for security.

On motion by Councilor Peterson, second by Councilor Lane to authorize payment to T Bailey, Inc. for Pay Application #8 on the new tank in the amount of $182,421.78 pending Rural Development approval. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

On motion by Councilor Peterson, second by Councilor Grant to authorize payment to T Bailey, Inc. for Pay Application #2 on the existing tank in the amount of $158,270 pending Rural Development approval. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

CLEARWATER WELL UPDATE: Mager stated Holt Services Inc. is gone; we are working on how to finish the well lot.

On motion by Councilor Peterson, second by Councilor Grant to authorize payment to Holt Services Inc. for Pay Application #3 in the amount of $719,133.14 pending Rural Development approval. ROLL CALL VOTE: YES: Canaday, Farris, Winkler, Grant, Lane, Peterson. NO: none. The motion passed.

BILLS: The bills, in the total amount of $1,775,319.88 (Financials $1,687,026.21, October Payroll $88,293.67) were approved and ordered paid out of their respective funds, on motion by Councilor Peterson, second by Councilor Canaday. Motion carried by a unanimous vote of the Council present.

2024 COUNCIL DATES: On motion by Councilor Winkler, second by Councilor Canaday to adopt the 2024 meeting dates. Motion carried by a unanimous vote of the Council present.
