City Council met in regular session on September 2, 2025, at 6:00 P.M. in the Council Chambers of City Hall.

MINUTES: The meeting was called to order and the Council minutes of August 18th were approved as presented by Councilor Canaday, second by Councilor Perry. Motion carried by a unanimous vote of the Council present.
PUBLIC HEARING ON THE 2024-25 BUDGET AMENDMENT AND THE 2025-26 PROPOSED BUDGET: Mayor Lester opened the public hearing for the 2024-25 budget amendment and 2025-26 proposed budget.
• 2024-25 BUDGET AMENDMENT: Mayor Lester explained the budget amendment is to use additional investments of $86,000 in the General fund and $6,000 in the Library Fund. In General fund $80,000 was used to purchase the last parcel of the old city dump and $6,000 to purchase half of the new HVAC unit for the east half of the upper floor of city hall. In the Library fund, $6,000 was used to purchase the other half of the HVAC unit. No public comments were received.
• 2025-26 PROPOSED BUDGET: Mayor Lester opened the public hearing for the 2024-25 budget. The proposed FY26 budget was presented with a total budget of $8,099,121 with a property tax levy of $1,254,156. No public comments were made. The hearing was declared closed.
VISITOR: Angela Blewett, Grangeville Booster was present to discuss the Bulldog banner design. The Grangeville Boosters would like to place their banners on 36 green poles along Main Street, mostly at intersections. Councilor Winkler asked how many brackets are already installed. Angela thinks there are 9 on the south side and 7 on the north side. The Bulldog banners will be up when school is in session, August to June that way their banner will not interfere with Farmers Market or Border Days. Councilor Grant asked if Farmers Market is okay with Grangeville Booster using their brackets. Mayor Lester explained once the brackets are placed on the poles they become city property, but the banner is the Boosters responsibility. Mayor Lester preferred not have the Boosters to take up all the poles in case other organizations would like to start using them. The city will mount the brackets on the poles and then the Boosters would hang their banners. Angela offered to help public works mount the brackets. Public Works Director Mager explained it is not an easy job, it takes time. Grangeville Booster will get with public works to see what materials are needed; they are okay with purchasing the materials. Angela would like to have all 59 poles approved.
On motion by councilor Farris, second by councilor Winkler to approve the proposed Grangeville Booster banner design and to allow them to use all 59 poles on Main Street pending state approval. Motion carried by a unanimous vote of the Council present.
AMENDED APPROPRIATION ORDINANCE 2024-25:

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, AMENDING ORDINANCE NO. 977, THE APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2024; APPROPRIATING ADDITIONAL MONIES THAT ARE TO BE RECEIVED BY THE CITY OF GRANGEVILLE, IDAHO IN THE SUM OF $92,000; PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS AND PROVIDING AN EFFECTIVE DATE.
On motion by Councilor Winkler, second by Councilor Farris that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Andrews, Grant, Perry. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 986 duly approved and adopted.

AN ORDINANCE ENTITLED THE ANNUAL APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2025, APPROPRIATING THE SUM OF $8,099,121.00 TO DEFRAY THE EXPENSES AND LIABILITIES OF THE CITY OF GRANGEVILLE FOR SAID FISCAL YEAR; AUTHORIZING A LEVY OF SUFFICIENT TAX UPON THE TAXABLE PROPERTY AND SPECIFYING THE OBJECTS AND PURPOSES FOR WHICH SAID APPROPRIATIONS ARE MADE.
On motion by Councilor Farris, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE: YES: Farris, Winkler, Canaday, Andrews, Grant, Perry. NO: none. The motion passed. Mayor Lester then declared Ordinance No. 987 duly approved and adopted.
