September 26, 2019 Special Meeting

City Council met in special session on September 26, 2019 at 12:00 P.M. in the Council Chambers of City Hall.

City employees present were City Administrator Kennedy.

PUBLIC HEARING FOR 2018-2019 AMENDED BUDGET: Kennedy explained $32,750 in Kids Klub Grant was received that was not budgeted, which also needed to be expensed. No public present; no comments received. The hearing was closed.

AMENDED APPROPRIATION ORDINANCE:

ORDINANCE NO. 937

AN ORDINANCE OF THE CITY OF GRANGEVILLE, IDAHO COUNTY, IDAHO, AMENDING ORDINANCE NO. 923, THE APPROPRIATIONS ORDINANCE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018; APPROPRIATING ADDITIONAL MONIES THAT ARE TO BE RECEIVED BY THE CITY OF GRANGEVILLE, IDAHO IN THE SUM OF $32,750; PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS AND PROVIDING AN EFFECTIVE DATE.

On motion by Councilor Peterson, second by Councilor Winkler that the first reading be approved, that the rules be suspended, the second and third readings be waived and the ordinance be approved and adopted. ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Peterson. NO:  none. The motion passed. Mayor Lester then declared Ordinance No. 937 duly approved and adopted.

PURCHASE OF 10 ACRES ON THE WATERSHED: Mayor Lester explained the City is looking at purchasing 10 acres on the watershed from the Wagner Family Trust. The property is on the south end of the watershed property and the City is purchasing to protect the water springs on the property. There is currently about $36,200 of timber on the property which the City would log approximately 65% for about $23,530 which would be a net purchase of approximately $32,000. On motion by Councilor Winkler, second by Councilor Canaday to authorize purchase of 10 acres on the watershed from the Wagner Family Trust for $55,768 and authorize the Mayor to sign the purchase contract. ROLL CALL VOTE:  YES: Canaday, Farris, Winkler, Peterson. NO:  none. The motion passed.
