September 18, 2017 Regular Meeting

City Council met in regular session on September 18, 2017 at 7:30 P.M. in the Council Chambers of City Hall.

City employees present were Chief Drew, Public Works Director McFrederick, Attorney Green and Clerk Kennedy.

PLEDGE OF ALLEGIANCE

MINUTES: The meeting was called to order and the minutes of September 5th were approved as presented by Councilman Peterson, second by Councilwoman Grant. Motion carried by a unanimous vote of the Council present.

VISITOR: Jamie Everson was present to ask for extended use of Pioneer Park to extend the 2017 Farmer’s Market season for 2 additional weeks due to the extended growing season. On motion by Councilwoman Grant, second by Councilman Lester to accept the request to extend the Farmer’s Market from September 16th to the 30th. Motion carried by a unanimous vote of the Council present.

George Chaplin was present to request an indefinite sidewalk waiver at 318 N Hall (empty lot at the corner of Hall and 3rd Street). There is currently a building permit on a pole building for the property. On motion by Councilman Lester, second by Councilman Peterson to grant an indefinite sidewalk waiver as there are no sidewalks to south or west. Motion carried by a unanimous vote of the Council present.

COMMITTEE REPORTS: The department had 29 cases written, 8 citations, 4 written warning and 166 calls for service for August 2017. The Police and Animal Control Report was accepted on motion by Councilman Peterson second by Councilman Winkler. Motion carried by a unanimous vote of the Council present.

The Fire Department Training Minutes of 8/14/17 and 8/28/17 and Executive Meeting of 8/28/17 were approved on motion by Councilman Peterson, second by Councilman Lester. Motion carried by a unanimous vote of the Council present.

PERSONNEL HANDBOOK: Clerk Kennedy reviewed the changes made when combining the ICRMP sample policy with the City handbook. Discussion occurred on the revisions. Most changes were just combining some of the required language with what the City already had and removing the vehicle policy to have in a separate book. The final discussion was on the sick bank. It was recommended from ICRMP that the policy either be deleted or the language changed to state if the requirements are met, the employee could get sick days. It could not be determined on a case by case basis. The sick bank days are also not a budgeted item. Discussion occurred on removing the sick bank from the policy. Councilman Lane felt the wording could be changed to neutral and state the criteria has to be met. Discussion will occur at the next meeting.

BILLS: The bills, in the amount of $204,354.05 were approved and ordered paid out of their respective funds, on motion by Councilman Lester, second by Councilman Peterson. Motion carried by a unanimous vote of the Council present.

LIFE CHAIN SUNDAY: On motion by Councilman Peterson, second by Councilman Winkler to accept National Life Chain Sunday October 1, 2017 from 2pm-3:30pm. Motion carried by a unanimous vote of the Council present.

PURCHASE TRACTOR AND DUMP TRUCK: Public Works Director McFrederick explained he found a new John Deere 3038 for $31,420.10 which is $8,579 under budget. He’d like to be able to use the surplus toward the dump truck.

On motion by Councilman Peterson, second by Councilman Lane to approve the purchase after October 1st of the new John Deere 3038 Tractor with loader bucket and sickle mower for $31,420.10 and allow the balance to be used toward the purchase of a dump truck for about $43,579.00. Motion carried by a unanimous vote of the Council present.

SURPLUS: On motion by Councilman Peterson, second by Councilman Winkler to surplus the 1989 John Deere 855 from Public works Department. Motion carried by a unanimous vote of the Council present.

DOMESTIC VIOLENCE AWARENESS MONTH: On motion by Councilman Lester, second by Councilwoman Grant to approve the request to hang purple ribbons on Main Street in October for Domestic Violence Awareness month. Motion carried by a unanimous vote of the Council present.

TREE REMOVAL: On motion by Councilman Lester, second by Councilman Peterson to allow Brenda Claridge to remove two dying aspen trees in the right of way at 518 South Florence but she needs to get a hold of public works for a locate if removing the stumps. Motion carried by a unanimous vote of the Council present.

ITEMS TO NOTE: Copies of the Expenditure and Revenue Report for July 2017 were provided to the Council.
